Who Are We
Ø A registered social
worker, Mr. Cheung Kin Wah, who found a private care home (Bridge of
Rehabilitation Company±d¾ô¤§®a), for persons with
disabilities in 1998 in Hong Kong. He
was charged for a case of having illegal sex with a person of disabilities of
the home in 2014. It was later
known that the same person also committed a similar case of indecent assault to
two female home members in 2002 and also due to the same reason the case was
dropped by the Court. The suspect
was arrested by the police and charged for having illegal sex with a person of
disabilities. But in 2016 the
Justice Department later dropped the case because the witness was unfit to give
evidence in court. The suspect later appeal for court cost
but was rejected by the trial judge.
The case was widely reported and caused great concern in the society.
Ø A number of parents
groups, rehabilitation organizations and Legislative Councillors met in 19 Oct.
2016 and started a series of protest in the following week. They urged the Secretary for Justice to
account for the dropping of the charge and the Director of Social Welfare on
the monitor of the private home for persons with disabilities. The alliance group also called for
public concern on the legal rights for persons with disabilities.
Ø However, various parties
and Legislative Councillors had been criticized for not doing good in the
promotion and publicity on the actions of this social issue. Hence, the Autism Hong Kong had set up
this website on 23 October 2016 to provide a platform to record all relevant
information and the actions of this issue.
It is hope to generate a stronger feedback from the general public in
this issue.
